Controlled Hunting Preserve Operator: Two types offered: one is an area on which only domestically raised game birds other than wild turkeys are taken; the other is an area enclosed with a dog-proof fence on which foxes may be hunted with dogs only. License valid 12 months from date of purchase. $50.00

Falconry License: Allows the keeping of a bird for the purpose of falconry. Download an application and information packet here.

Fishing - Adult Care Home Residents: Authorizes basic fishing statewide in inland public waters for North Carolina residents of an adult care home. License valid during time of residency at adult care facility. Free
Fur Dealer (Resident): Authorizes North Carolina residents to buy and sell furs anywhere in North Carolina. License expires June 30th of each year. $60.00
Fur Dealer (Non-resident): Authorizes non-residents to buy and sell furs anywhere in North Carolina. License expires June 30th of each year. $300.00
Fur Dealer Station: Authorizes the license holder and his/her employee(s) to buy or sell furs at an established location in North Carolina and under the supervision of the license holder. License expires June 30th of each year. $120.00
Game Bird Propagation: Authorizes an individual to propagate, buy, or sell game birds designated in the license, in accordance with the rules of the Wildlife Resources Commission. License expires December 31st of each year of issue. $5.00

Special Landholder and Guest Fishing: may be obtained by the landholder of private property bordering inland or joint fishing waters, including public mountain trout waters. This license shall entitle the landholder and guests of the landholder to fish from the shore or any pier or dock originating from the property without any additional fishing license. May not be used for commercial purposes. License is valid 12 months from date of purchase.

Taxidermy: Authorizes persons to practice taxidermy involving wildlife for any compensation. License expires December 31st of each year. $10.00

Wildlife Collection Licenses: In the interest of the orderly and efficient conservation of wildlife resources, the Wildlife Resources Commission provides for the licensing of qualified individuals to take wildlife resources of the state under a collection license. License expires December 31st of each year of issue.

Promptly upon expiration of a wildlife collection license, each licensee shall file an annual report to the Wildlife Resources Commission. You can print out a collection reporting form here (pdf).

Wildlife Captivity License: Authorizes a person to keep a wild animal or bird in captivity. The Commission must determine that the animal or bird was acquired lawfully. Captivity licenses are not issued for the purpose of keeping wildlife as pets. $5.00

Amphibian and Reptile Possession Permit: Required for an individual to possess, transport, purchase and sale 25 or more individual native amphibians and 5 or more individual native reptiles, in accordance with the rules of the Wildlife Resources Commission (15A NCAC 10H .1302). Permits expire December 31st of each year of issue and require an annual report of all species possessed for renewal.

Promptly upon expiration of an amphibian and reptile possession permit, each permittee must submit an annual report to the Wildlife Resources Commission. You can print out a possession report form here (pdf).

Crossbow Permit: Authorizes persons with permanent or long-term disabilities that render them incapable of sufficient arm movement to draw other legal bows. Permit is valid as long as the qualifying disability persists. Free
Disabled Access Permit: Authorizes persons with limited physical mobility to operate vehicles on open-gated or ungated roads otherwise closed to vehicular traffic on certain game lands and to have access to special disabled waterfowl hunting blinds. One able-bodied companion may accompany the disabled person provided they possess the "companion card" issued to the disabled hunter. The disabled hunter will also be issued a "vehicle access card." Permit is valid as long as the qualifying disability persists. Free
Disabled Sportsman Hunt Certification: A medical certification used to establish eligibility for participation in disabled hunt opportunities. This certification is only necessary when the applicant does not possess a lifetime disabled veteran or totally disabled license. This certification is not a license; therefore, a valid hunting license, in addition to the hunt permit, is required when participating in a disabled hunt opportunity. Refer to application for qualification requirements. Free
Bobcat Tags: Needed to sell or otherwise transfer ownership of bobcat carcasses or pelts. $2.20 each
Fox Tags: Needed to sell or otherwise transfer ownership of a fox carcass or pelt. $2.25 each
Otter Tags: Needed to sell or otherwise transfer ownership of an otter carcass or pelt. $2.20 each
Field Trial Permit: Allows the release and hunting of propagated birds for dog-training purposes. Also allows non-resident hunters and dog handlers to participate without purchasing a North Carolina hunting license — provided that they possess a valid hunting license from their home states. Free
Fish Stocking Permit: Required for stocking fish, mollusks or crustaceans in inland, public fishing waters (public freshwaters). Free
Fishing License Waiver Permit: Any governmental or non-profit entity conducting an organized fishing event for educational purposes may apply to the North Carolina Wildlife Resources Commission for a waiver from the requirements of the recreational fishing license for participants in the event.

This waiver is subject to the following conditions:

1. Application must be made by the program sponsor not less than 21 days prior to the event.
2. The person in charge of the event must be on-site at all times and have a copy of the waiver available for inspection on request by Commission personnel.
3. The person in charge of the event must keep a record (form provided) of the names and number of participants and facilitators over 16 years old without a fishing license.
4. The license waiver shall be limited to the participants at the specific location of the event and shall remain in effect only for the date and time specified.

Culturing Non-Approved Fish Species: Required for authorization to culture aquatic species not approved in the legislation. Free

Wildlife Rehabilitation Permits: Wildlife rehabilitation is the volunteer practice of providing assistance to injured or orphaned wild animals to help them reach a level of health that would allow their return to their natural habitat. Care required can range from hourly feedings of orphaned animals, to veterinary treatment of sick or injured animals. Time and financial requirements for volunteer wildlife rehabilitators can be very demanding, especially in spring when large numbers of animals people mistake as being "orphaned" are found by the public. There is no fee for this permit. License expires 2 years from date of issue or every 2nd December 31st, whichever comes first. Raccoons, skunks, foxes, and bats cannot be rehabbed under this permit due to the risk of rabies.
