Proposed Regulations

The N.C. 15A NCAC 10F .0307 – Lake Norman Vessel Liveries

Reason for Proposed Action:

Wildlife Resources Commission staff were recently notified of safety concerns and enforcement challenges surrounding vessel liveries on Lake Norman. Despite the ability of the Lake Norman Marine Commission to establish regulations concerning public recreation and water safety, enforcement of those regulations without joint resolution, as required by S.L.1969-1089, of the four enforcement entities patrolling the lake, or regulations codified in Rule, has been difficult, leading to lack of action against liveries and increased safety concerns among lake users.

Codifying vessel livery safety requirements in Rule will clarify standards for livery companies, facilitate and streamline enforcement activities, and improve public safety.

Subjecting a Proposed Rule to Legislative Review

Written objections to proposed rules can be submitted to the Rules Review Commission. If the Rules Review Commission receives written and signed objections from 10 or more individuals clearly requesting review by the legislature and the Rules Review Commission approves the rule, the rule will become effective as provided in G.S.150B-21.3(b1). The Rules Review Commission will receive written objections until 5:00 p.m. on the day following the day the Rules Review Commission approves the rule. The Rules Review Commission will receive those objections by mail, delivery service, hand delivery, or facsimile transmission.

As part of the Annual Cycle Rulemaking Process, the Commission considers suggestions and recommendations from NCWRC staff and the public. If you have a suggestion or recommendation you would like to be considered, please submit them here
